Highview Parking at Urban Exchange Manchester

Hi All,
I have received a "Charge Notice" from Highview Parking for parking for 3 hours and 12 minutes at Urban Exchange, Manchester. This is a small retail and leisure development which offers 3 hours free parking (no window ticket required). They have identified they have identified my vehicle by means of an ANPR system and the Charge Notice includes entry and exit shots with close-ups of the registration plate. I do not have receipts for purchases made. I have been identified as the registered keeper of the vehicle. I am outraged at the attempt to get £95 out of me (£40 if paid within 28 days) and would like to appeal.
Having checked various of the threads on here I believe I can challenge on the bounds of the charge not being a genuine pre-estimate of loss (especially as the parking is free and there were plenty of spaces), Highview are not the landowner (they state in the PCN that my vehicle was parked on "our client's property") and inadequate signage.
It all looks fairly straightforward and I could follow your the copy and paste templates
My questions are, does anyone have experience of this particular company as I don't see them named in threads and, if I e-mail the appeal to the company (they have an e-mail listed) is that OK or do I really need to post a hard copy?
I've never done anything like this before so am a bit nervous but I'll be damned if I'm paying that much for parking at some shops.

Did you do a forum search of Highview? I found 12 pages!
You have it sussed though. Follow newbie thread advice!Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. Click on words Parking Tickets, Fines & Parking. Newbie thread is the first post. Blue New Thread button is just above it to left.0 -
Thanks Dee...I have actually found a few other threads now....
Any ideas about my question regarding the e-mails? I'm just not clear if the appeal has to be hard copy.0 -
Just email but keep a copy of the sent email and any bounce back. You could take a screen shot as well perhaps.Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. Hi,
What has the response been from this - I got one in July in the same place (Urban Exchange Manchester) but have only just received this letter. They are stating it is my 3rd letter and I now owe them £135.
Is there a time limit after which I cannot appeal? Has anyone had any success on appealing with Highview in this location?
Thanks
Amy0 -
Just send the template appeal late, the one in the top thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD0 -
Thanks! Should I state that I have only just received this or will they not care?
I'm quite nervous as it is talking about solicitors etc and I am a new home owner!0 -
Who cares, many of us are home owners and we all ignored loads of these back in the day when that was the advice, two years ago. What on earth makes you think they can affect your credit rating.
Just send the template. The one on the top sticky thread that I wrote - not the one in any MSE article on the main site.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes, tell them it's the only one received, but I doubt they'll much care.
You're worrying too much. Do you honestly think your new home is at risk? That Highview will take possession of your house? Crazy thoughts. Stop it - and read the NEWBIES sticky as referenced in post #7 above by (and written by) Coupon-mad, one of the country's foremost experts in all things 'private parking'.
You'll be in good hands here, but if you need any further advice please do start a new thread of your own where advice will be specific to your personal case and circumstances. But everything you will ever need, if you are self-sufficient, is covered in the sticky. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Amy, I sent them my e-mail (by copying and pasting directly from the template in the 'Newbie' thread the other day. I've had an automated response to say they have received it and have heard nothing else as yet. I'll update on here if/when I do.0
