Health Insurance, who is to blame?

Hello everyone!

I recently took out a policy with HSF through my employer as I get a discount doing it this way and the payments come directly from my wage rather than me paying a direct debit.

When I took out the policy I had a good income and took a £50p/m policy, however not long after that I had a few things go wrong financially and it left me unable to meet this commitment so I called HSF and asked to downgrade my policy, they said this was no problem and I just needed to email them a certain form which I did, I then got a new certificate of insurance out stating I was now on the £15p/m policy.

The following month I had £50 removed from my wages, so I contacted HSF and asked them why. They apologised and said they had instructed my employer to change the deduction and gave me a refund.
Then again the following month £50 was taken, when I asked them why this time they just blamed my payroll department saying it was down to them to change it and that HSF had no control over what they did. So I called my payroll and asked them why they hadnt changed it in two months and they say they hadn't received the instruction to do so from HSF. So it's the age old party A blames party B who blames party A and muggins here is caught in the middle.

I have asked HSF for a refund again and they have not refunded me, they said they cannot refund me until theu receive proof of the deductions that were taken in error. I have sent them my payslip showing this and also it has been over a month since it was taken so I can only imagine it has arrived in their bank by now.

Who can I go to sort this out and who really is at fault?
