A friend of mine is military and as such in the week is on barracks. He drives home (to his parents house) at weekends and parks on the road. He has recently received a parking ticket for failing to display a residential pass for that street, does he have any grounds to fight it?

if this is a council PCN (not a private PPC) you would be better posting the details over on pepipoo where the council ticket experts tend to congregate
is its a private PPC, then name the PPC and "country" so we can give better advice and ignore the above advice0
