i am buying a dell computer
wondering the amd dual core any good
i just want a dual core pc
so this should do the job right
as its dual core

i will need ti be spend extra 60 pounds which i cant be bothered

I think so. I have the AMD Athlon 64 X2 3800+ processor and it's fine for what I use it for. This includes gaming as well, and the processor is partnered with a Geforce 7600GT graphics card.
Core 2 Duo is faster but for the performance/price ratio they are very similar.

Go through DMX Dimension or Dell Outlet & you could get a discount.
As you can see, Dell (from the Outlet link) have brought out a new range with the C521s being replaced with the 530/531s. Some of these have C2Ds, but as you know the older C521s with a 3600+ are probably the cheapest dualcore Dells available.
As Zeitgeist says, the 3600+ should be sufficient for most things - don't waste your money on any better unless you absolutely require it. If you're a gamer then you'll need a sufficiently powerful dedicated graphics card, but the C521 won't upgrade easily in this respect - PSU may not be powerful enough & the 'slim' case won't take a full-height graphics card or standard PSU.
