How can i improve my rating

I've been looking to improve my credit rating.
About a year ago i applied for a credit card that accepts people with bad credit ratings, a Aqua card. So i could use it to boost my credit rating even though it wasn't a good deal. But i was refused...
Yesturday i went into a phone shop and tried to apply for a contract so again not the best deal out there, and once again i was refused...
I have lloked on my credit report and there is nothing really on there. All previous bills are paid and settled. My rating isn't good, but it's not bad. yet i can't seem to get credit on anything. Is there anything i can do to improve my chances?

Phone contracts are ususally relatively easy to get accepted for.
Are you on the electoral roll?
Which credit reference agency did you check? have you checked the other 2 agencies?
