Roofing works and damage

Ha ing new roof because of storm damage
Have white painted concrete panels on front of house
Now top tier of scaffold has come down there are red splashes everywhere on the white paint, it would appear where they cut tiles with wet saw?

Who should pay for repainting, the panels were perfect t before roof works were done?

Hopefully this is in the right place

    It's called collateral damages, or, " you can't make an omelette without smashing a few eggs".
    It is simply wet dust, should pressure wash off, maybe you should have done the roof before the fence??

    Who would pay for the builder's time in bringing every tile down to ground level to cut it?

    Painting is cheaper.

    I read "white painted panels at front of house" as a fence, just white paint them again and get real as I said before. Yes the stuff does stain, maybe the builder should have explained, or you should have expected, whichever way.
