Disputing deposit deduction

Hello,

I've moved out of my rented flat and started the dispute process as I believe the deductions claim made by the agency is unfair. The deposit is with DPS (I haven't used this service before).

DPS told me that "You will receive a Statutory Declaration in the post from us shortly. You will need to get your Statutory Declaration sworn or affirmed in the presence of a Solicitor, a Commissioner for Oaths or a Magistrate." This seems a lot more complicated than I had though. I never had to do this before as the last scheme I used, all I had to do was submit everything by email.

What makes things more complicated is that I've moved to a different country and was wondering whether they are willing to accept Statutory Declaration affirmed in the presence of a local solicitor?
