Let's look at the evidence of this thread alone
The letters about one or more parking charges were sent to an address that was never held by the DVLA but just happens to be an address you were living at.
After much to'ing and fro'ing you tell the parking parasite that you weren't the driver presumably in an attempt to get the clock reset so now we have a third? address involved.
If this goes to court the judge will decide it on the balance of probabilities.

It was PE I spoke to. I have also tried for landowner cancellation.

I thought it was all sorted with the CoOp, until I got two more letters in the post!!
I went back into CoOp with my letters and the gentleman was on the phone to the guys in PE and said it was because there was more than one charge, but they should now be cancelled. My worry is not knowing whether or not they have been actually cancelled, so I don't end up in the same position as last time (them telling me it had, and still getting letters from DRP with a reduced last offer before referring to legal action). Is there any way I can actually check this anywhere?!

I have done this.
But now it's the waiting game as to whether or not I get an LBCC or whatever, or a letter in the post to the driver, or whether it has been cancelled. And this is the bit I don't like because I can't check!!!0 -
You can't get a LBCCC now. They cannot bother the keeper now. The driver needs to be ready to send the template appeal from the Newbies thread, when they get their own PCNs in the post shortly, as by naming the driver you have rewound the clock.
