UKPC Parking Fine Boucher Road NI

Hi,
I rang UKPC & without giving any details told them the owner of the car was not driving and the driver lives in Dublin.
They said the owner would still be held responsible for the fine.
They cited Protection of Freedom Act 2012 Schedule 4.
Does this apply in Northern Ireland?
Do I ignore or appeal. Appealing would give them more information.

Indeed. You might well be in the frame if you refused to name the driver, but why should you do that. Tell the driver that you are naming him/her but that he is out of jurisdiction and can ignore with impunity, (or appeal to Popla and cost them money).
If he/she does appeal there is a crib on Parking Prankster, something about a radio active spider.
BTW, Dublin is not in Northern Ireland.You never know how far you can go until you go too far.0 -

The Protection of Freedoms Act does not apply in Northern Ireland and certainly cannot be extended as far as the Republic.
You could appeal to UKPC - as the keeper (the keeper does not necessarily have to be the owner) - but, frankly, for what purpose? The only reason to do so - in E&W - is to obtain a POPLA code but POPLA does not currently apply to NI so what's the point?
None of the PPC's has so far issued court proceedings in NI so my advice would be to simply ignore everything from them and any debt collector acting on their behalf. The only thing not to ignore is genuine court papers.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Doh ! Missed that, only picked up on the Dublin bit. On the other hand, it would be worth writing as suggested to the PPC as they might just waste £27 if they pursued RK and RK asked for POPLA code.
Simple POPLA appeal.

By my reading I don't think that the OP was geographically confused - they were just telling us where the driver is resident - as I understand it the parking 'incident' took place in NI so the OP can ignore it totally.
It just shows how deliberately misleading UKPC really are.

As per all the other posters (except The Deep)
1. UKPC know very well that POFA doesn't apply in NI, they will tell you any lies they can think of to get you to hand your money to them.
2. NEVER EVER phone a parking company.
3. No PPC has ever attempted a court claim in NI, and UKPC have never attempted a court claim anywhere in the UK. Hell will freeze over before they would attempt to put this nonsense in front of an NI judge.
4. Sit back, relax, and ignore all of the junk mail you will receive from UKPC, Debt Recovery +, Zenith collections and any other dribble they might send you.
