if your initial appeal was within 28 days of the first pcn NTK then complain to the BPA and attach copies of all the paperwork, see post #6 of the newbies thread
otherwise file everything from now on, for another 6 years

Just to add - no idea why (as you said earlier) you wrote to the Council about a private parking ticket! But your fightback should include a rant at the BPA and DVLA. You should email them to complain that you were never sent a Notice to Keeper at all, and yet now this PPC has got a debt collector sending you some annoying letters pretending that keeper liability has been established (it has not, in the absence of a served NTK by day 15).ok quick update.
G24 rejected my appeal letter for a popla code, and have now got CCSCollect involved.
Received letter from these Mon 15 Sept, stating i have 14 days to pay to avoid probable further action.
Can I still appeal at this stage ? and to whom ?
