Parked on double yellow lines on private property and got a ticket

I was visiting my disabled mum and parked in the car park. This is housing association, so private land. A contractor started monitoring the car park in sept 13 and issued permits to park, which was on display. There are bays and double yellow lines. These are outside the back door, which I need to park on when taking my mum out.
This time when dropping my mum off and taking her inside I got a ticket for parking on the yellow lines and not parking in a bay. I then read the sign opposite (yes I know I should of read it earlier) and it said you had to park in the allocated spaces.
History - before the housing association contracted the car park out, I arrived to find a company doing the lineage in the car park, they had also painted the yellow lines and a couple of boxes. I questioned them and they just said we just did what we though needed to be done. I contacted the housing association and they told me it was a mistake and the yellow lines shouldn't have been painted (didn't get the ladies name ahhhh)
Sorry to waffle, so I'm looking for any advise, am I at fault? do I have to pat this notice? Can I fight it? Thanks in advance

Don't pay but don't ignore it either. Read the newbies thread it has all the information you need0

Yes you are waffling and it is hard to pick out the important details.
You mention sept 13. Do you mean sept 1st or 3rd?
Was this a windscreen ticket?
What is the name of the company that issued the ticket?
Have you done anything silly like contacting them yet?
Simple yes/no answers.
And advice, read the newbie thread (see my signature) to try and get an idea of what you will need to do.Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. PCM started monitoring car park sept 2013
Yes windscreen ticket
PCM parking control management
I am VERY silly and emailed them to say I dispute the ticket, but did not give any another information0 -
If you didn't even give a postal address nor said you were driving then forget that half-baked appeal email and just wait for the Notice to Keeper if you are the registered keeper of the car.
Please just read the top thread on this parking forum; you appear to have missed it despite it being in capitals.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Waiting for the NTK is very important for you.
The good news is that you found us. The not white so good news is that PCM are IPC members, which makes it a little harder to appeal. But we will get you through the process.
Over the next few weeks, try to read the newbie thread a few times. Then search for IAS appeals and read the way they are set out for the second apstage appeal.
Don't leave it all till the last minute as you will panic. Take a few threads a day until the NTK arrives.
In the meanwhile if you can get some photographs of the signs that will be really good. And of the area you parked too.
You can post them on here by uploading them to e.g.tinypic. Com then putting the link here with the http:// missing.
The sooner you can do it, the sooner we can begin to pick holes on everything.
Let is know when you get the NTK please.Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. obscure the VRN on the parked on yellow lines one, or crop the picture to remove the reg number
also bear in mind its private land so yellow lines mean nothing at all, its just yellow paint on the road , ie:- graffiti
if this lady is disabled she is covered by the EQUALITY ACT 2010, so this housing association should provide disabled access BY LAW and allow her reasonable adjustments in what she needs to do there , so you need to find out how they comply with the law on this
think of it as like the dropping off/pickup area at NHS hospitals, which are usually 10 minutes waiting time and clearly marked as such0 -
And indeed for disabled people if they are not obscuring anybody, my understanding on public land is that they can park on double yellows if displaying a blue badge, which is effectively their evidence of disability. They have to show blue badge and put a time limit on it I know.
So my argument would be similar to Redx that yellow lines are drawn on private land as people understand that there is no parking, unless of course they have a protected characteristic under EA2010, since the blue badge has no validity on private land. You parked so you can aid disabled mother into flat. This would be accepted on public land as far as I understand the law, so if they want yellow lines to mean something different on private land, they should state precisely what those yellow lines mean,,next to the yellow lines, not on a wall away from them, which incidentally, once you are parked you cannot see!Newbie thread: go to the top of this page and find these words: Main site > MoneySavingExpert.com Forums > Household & Travel > Motoring > Parking Tickets, Fines & Parking. But on public land that is a loading exception on most double yellow lines, there is also an exception for passengers leaving and entering the vehicle, providing you are not causing an obstruction. If these vermin rely on yellow lines , then it follows that they use the same exceptions as public roads. When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

My mum doesn't have a blue badge yet, but I have applied for one
She is on Disability Allowance and registered disabled, So will look into the Equity Act 2010
Gosh this is a mind field, I wouldn't know where to look without all your advice, thanks0
