What's best for a saving teenager ?

I find myself going round in circles so hoping for some advice please ! My daughter is 17, has a savings account with a local society paying minuscule interest & we need to make sure her money works harder for her. She has rec'd a small inheritance & has a lump sum of almost £3000 to invest. She is in full time education & has a part time job so will be able to save a minimum of £200 a month. She is planning to go to uni in a couple of years so we need to get started ! It looks as though a NISA is the way forward ( I think?) but struggling to see the wood for the trees ! Any advice gratefully received :j
