Slightly Problematic Buyer

About three weeks back, I sold a collection only item, buyer paid immediately by Paypal.
I refunded straightaway along with a nice message explaining that I preferred cash for collection items, and asking him when he'd like to pick it up.
Didn't hear anything for a couple of days, so pulled his contact details from eBay and gave him a ring. Nice chap, fine with paying cash, and he arranged to pick up said item the following week.
He didn't turn up and long story short, has now arranged to collect three times and not turned up any of them. He's perfectly pleasant on the phone, and does seem to want the item, but just isn't putting his money where his mouth is so to speak.
All of which is a very long way of saying, am I able to open an NPB bearing in mind he did pay by Paypal originally and I refunded him?
I'm not intending to go that route yet, but I can't keep waiting in for this guy not to turn up, and I don't really want to go the mutual cancellation route as I think I'm right in saying I'll get a defect if he refuses.
I would, however, like to get my FVFs back!

You can't open a NPB as he paid.
Ring CS and explain, as them to refund you.
Block him and relist.

Yeah, I thought that was probably the case with the NPB.
Can I just ask, have you had experience of CS refunding in this sort of scenario? Because I can't imagine they'd be willing to do that, without hard evidence that I haven't actually had the cash or the item been collected. They'd only have my word for it.0 -
Personally I would just try the mutual, you don't get a defect if they refuse and you at least have a chance to get your FVfs back.

Yep, you're right, Soolin. Better to have refunded the Paypal and still have my item, though, than have accepted the Paypal, let the buyer collect, and then possibly do an INR - I'd have ended up with no item AND no payment!
I'll give him another couple of days, see if he gets in touch again and if not, try a mutual.
