Total parking solutions advice please

Total parking solutions appeal
I received a ticket from these hit and run bullies in a hospital car park. I am disabled and have a valid blue badge, all the 5 !! disabled bays were full, the newly built car park managed by TPS is a barrier operated one which I cannot exit in my wheelchair (full time user) so I parked on the double yellow lines at the rear of a line of bays causing no obstruction. I displayed my blue badge and timer but got a ticket anyway. I lodged an appeal the next day, they acknowledged this within a week. On the ticket it states they will make a decision within 35 days, the appeal was made on 24th July 2014, the 35 days has elapsed, have they now broken a contract and I am not liable to pay ? Can anyone help please ??

    BB isnt valid on private land m8 ,sorry to say

    the yellow lines are also not valid, just paint on the road

    all that protected you is the EA 2010 and still does

    have you contacted the hospital for a cancellation ? like PALS ?

    the BPA CoP tells the PPC to drop any pcn when a BB holder is involved

    if they dont cancel,consider a counter claim under the EA 2010

    they could pursue you for up to 6 years under MCOL rules

    If you haven't had a response from the PPC, send them an email saying as more than 35 days have elapsed since the appeal, they should immediately cancel the PCN or send you the means to go to POPLA.

    Of they send you a POPLA code, come back here for directness of how to write a POPLA appeal.

    Definitely complain to PALS (Google it).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
