Where is edit group settings on facebook group page?

I recently set up a group on facebook. It has only a handful of members at present and I should like to edit the privacy options from closed to open. According to facebook this is possible provided your group has less than 250 members. Mine has 4 at present.
Facebook information says to go to the group and click the gear icon on the top right of the group page then go to Edit Group Settings. But there is no gear icon on my group page.
How do I access the group admin tools?
