  • Take the FPN, the disc and the proof of payment to the police and request to see the duty inspector and ask them to cancel the FPN under the 14 day rule.

  • And that was replaced by s.188, Finance Act 2013.
    Quite correct.

    S188 is on page 127 of the pdf (113 of the actual document):

    However the initial point that the SORN has to be in force when you tax the vehicle still has to be valid. If it had lapsed then you don't get the 14 day exemption

    SORN doesn't lapse anymore, it is valid until it is cancelled.

    s.33(A),(2),(a), Vehicles Excise & Registration Act 1994.
    But Sect 33A is just a repeat of the content of the Finance Act S188 and still doesn't address what a relevant declaration is.

    Is SORN a 'relevant declaration'? If so where is this stated?

    This may seem pedantic but Courts of Law are that way inclined. If it can not be evidenced that it is a relevant declaration then it isn't

    That quote is from s.22(1)(d).

    s.22(1D), Vehicles Excise & Registration Act 1994:
    'The Secretary of State may by regulations require a person—

    And the regulations referred to are 'The Road Vehicles (Statutory Off-Road Notification) Regulations 1997'
