Help with a PCN from Civil Enforcement Ltd (Non registered keeper).

Hi there,
Can someone help me please?
I've been on holiday and come back to a PCN from Civil Enforcement Ltd. The PCN Issue date was XX/8/2014 and the reported incident date was YY/7/2014.
The vehicle is a contract hire, which I've had for a year. The registered keeper is Volkswagen. I suspect that they gave CEL my name, but I've had no correspondence from them.
There is no letter, just a blue "parking charge notice" with the text:
"On xx/7/14 the above vehicle which was parked at:
Address: address1, address2, address3, postcode
from: xx:xx:xx to: yy:yy:yy
we therefore require payment of this Parking Charge Notice, in accordance with the Parking Terms and Conditions clearly stated on the signage: Authorized vehicles only"
"The amount of £100 must be paid within 28 days of the issue date above. If your remittance is received within 14 days of the issue date a reduced amount of £60 will be accepted."
Is there anything I can do... unfortunately I'm over the 14 days now.

appeal it as keeper, seeing as its a hire car , its good to know that at least one hire company followed the correct procedures, trust the germans to know this simple aspect laid down by the BVRLA

Moral of story, use a good hire company such as this that understands the rules.
Do however check your credit card to see of they have put an inflated charge on there to pass on your details. It is not unreasonable to have eg a £5 charge but certainly unreasonable of they charge you £35. You may have thins battle to fight as well as the bog standard appeal to the PPC.

There's a very good reason why I have set my signature below so, and that is to try and stop people revealing who they are on an open public forum! CEL who monitors this forum knows exactly who you are, and will try everything to stop you appealing their charge, they will probably even say that you are out of time for appeal and all that garbage, or they didn't receive your appeal at all.
Now unless you want to pay this ticket/invoice appeal using the wording in the newbies thread, and send it off to the appeal address with a free proof of postage from the post office. Also appeal online or email if they offer that. Keep screenshots and receipts.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

It's been there hours, it's like locking the gate after the horses have bolted. You've got to assume that they have clocked your post. Now as I said unless you plan to pay you need to appeal, because if you ignore this there is a more than fair chance that they will go to court. Or go back to the hire company and get them to pay.
This company is one of the worst out there, they issue claims, they are probably in the top 5 of the scum list of PPCsWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

Yep but there will be no court (CEL always lose anyway or never show up but that's another story!). This OP is in time to appeal so it's all good:

This will be easy as pie to win at POPLA using our simple two-template appeal system shown in the Newbies sticky thread. @hello world, you can call yourself the keeper which is why I wrote the first appeal using that word (it's NOT the same as registered keeper).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
