DVLA sent fine for vehicle no longer mine

I have a letter from an agency called Sigma Red, I assume the main debt collection agency for DVLA. The letter says, Our records sho that you have no responded to any of our previous attemts to contat you. In order to avoid and potential escalation of this matter we invite you to make an offer to pay any monthly amount that you can reasonably afford.
This is for not declaring SORN on a vehicle I sold to someone just outside Glasgow in Janurary 2014. I no longer own this vehicle, and I also received the "You vehicle has changed registration" letter but stupidly threw it away.
I have to write an appeal letter, but I am hopeless and was wondering if anyone has written one before and can help me out

When does the "fine" relate to? (Relative to when you sold the vehicle).0 -

To do so will almost certainly be a complete waste of time. DVLA is essentially a parasitic organisation, almost on a par with TV Licensing. It will not be a fine unless you have been convicted at court, and it won't be for 'not declaring SORN'.
It will relate to the Late Licensing Penalty, one of the licensing offences or failing to notify the change of keeper.0 -
I appreciate the responses but my post was pretty god damn clear, if you are going to respond without actually reading and understanding then you will just be ignored. Hopefully someone will come along that will actually be helpful.0

It may be difficult to give suitable advice, without knowing what matter the debt collectors are claiming for. Is it the Late Licensing Penalty, one of the licensing offences or failing to notify change of owner?0
