I would expect to see a fuse for each storage heater in the flat. I expect the two fuses in the water heater fuse box are for the peak and off-peak elements.

I would say that is not enough to heat the tank, so the off-peak element is not working. Now you just need to find out if it is the fuse, the wiring, or the element that is broken.

You should get it fixed though because the top peak element will only heat a small amount of water at the top of the tank and it will cost you around 300% more than using the off-peak element.
