Sorry to paraphrase but, this "staggeringly cheap" deal is using the old copper. Not Fibre. Where I live you'd be lucky to get 2mb per second on that. I guess some people may be lucky but I hope those people who have signed up realise what they are buying. I doubt many will get anywhere near the up to 17mbs quoted.
