Is it the health professional who decides how many points a person gets or does the health professional write to DWP and the DM decides on the points?

The HCP report has an opinion of the health of the claimant - expressed in ways that equate to points.
The DM can decide to disagree with this on the basis of evidence they hold, or their understanding of the case.
In most cases it's likely the DM will rubber-stamp the verdict of the HCP, though they are free to completely disagree with everything they say if they wish to.0 -

In theory the HCP report should be used as a guide for the DM's decision. In reality the report will generally be used for the decision as the DM won't have seen the claimant and the HCP will.0

It's the decision maker who allocates points and not the medical assessor who does your face to face assessment. They jot down all the stuff you tell them then that info is passed onto the decision maker who then allocates points.0
