You didn't say you were offering an opinion, you said you were stating facts, can you back them up? I expected to find them on that link and stand corrected but I couldn't . What I did see was

A boy suspected of torching of Manchester Dogs’ Home was at the scene of the fire when police arrived - and directed officers to the seat of the blaze

The youth is one of a handful police suspect may have played a role in the fire

It's possible that he was there but that others set the fire. Maybe he stayed so that he could direct them to put out the fire started by others. Or maybe he lit it himself

It is not for us to say he's guilty of arson based on what little information is available.

When DS1 was home educated, we… well he was frequently followed around shops. He quickly began to challenge any security guard….it was hilarious as they did not know what the heck to say to him!
