1) Shut down PC, and restart in Safe Mode. Depends what Windows operating system you have, but usually it's press F8 when restarting
2) download, install and run Malwarebytes

3) download, install and run Spybot Search & Destroy
http://www.safer-networking.org/private/
4) if that doesn't fix the problem, sign up to the Bleeping Computer forum
