Parking Collection Services - 1st ticket!

Me and my work colleague are so confused and were wondering if any of youcould help.

My colleague lives in a private estate where they need permits topark. If they have a visitor with a car, they need to let their concierge knowwho will make a note of their guest and their car and sign them in. (They areonly allowed to park their between 8am – 6pm). My colleague’s husband had afamily member come over on Friday 18th July 2014, so he notifiedtheir concierge and signed in their parent, so all should be ok.

On the 28th August my colleagues mother received a letter fromParking Collection Services stating that there are charging her £110 for ‘noparking permit displayed’ under the scheduled 4 of the protection of freedomact 2012 – ‘your vehicle was involved in breaching the stated terms andconditions of parking which were clearly displayed via signage and agreed to bythe driver when your vehicle was parked on land managed by our parkingenforcement and security services’. It also states a notice to the driver (aPCN) was attached to the car with further details, but there wasn’t one there.

It states that she must pay the finewithin 28 days and the time for a reduced rate payment has now passed (thesupposed incident took place on the 18/07).

We’re just wondering is this a legitimate parking fine? We’ve spoken to PCSand they’ve said we can raise an appeal which we don’t mind doing, but we justwanted to check that we weren’t wasting our time if this is a scam.

Any help would be greatly appreciated! I've looked through the forum and couldn't find anything about this company (only one post about them in Scotland) and I have checked online, but it's all a bit much information! We're both new at this!!

    But did you check the NEWBIES thread, which tells you everything you need to know about appealing. OK, there's a lot there, but you do need to understand it in order to tackle this properly.


    You have time to read it before appealing within their time limits, so don't rush; get it right.
  • I did indeed read the newbies thread, but as I said, I couldn't find anything on this company specifically.

    I was more trying to find out if this company were scammers, which they probably aren't if you're suggesting we need to go through the appeals process, which we will do.

    PCS is another trading name for debt recovery plus and as such has been mentioned thousands of times on here, also listed on the BPA website under DR+ too

    post #4 of the newbies sticky thread deals with DRP too , as do many , many other threads on here about debt colelctors

    at the moment you do not seem to have identified the PPC involved, just the debt collectors

    NO they are not FINES, they are invoices and wont have the word fine on them at all

    do not ignore this wake up call, no its not a sc*m (although we like to think it is)

    its a speculative invoice for breaking rules that has been passed on to debt collectors

    PCS is definitely mentioned in post #4 of the newbies thread too
    You may get debt collector letters, e.g. 'Debt Recovery Plus' (also using trading names of 'PCS' and 'Zenith') or you might have 'Newlyn', 'Rossendales', 'Control Account', 'CCS Collect' or 'Roxburghe'. THESE ARE NOT BAILIFFS, THEY CANNOT SEND THE BOYS ROUND! THIS IS JUST A LETTER-CHAIN YOU GET IF YOU HAVE NOT APPEALED! See this linked explanatory video which will help you to see it for what it is and say 'big deal' about the letters:

    That's because PCS aren't the parking firm so why would I mention them in the Newbies thread, who cares about debt collector names?! Why not look closer at the silly letter from PCS (aka Debt Recovery Plus) and then use the heading 'search this forum' for the name of the actual client that PCS are acting for.

    Now try 'search this forum' (along the top line next to 'forum tools' immediately above the sticky thread on page one). Do NOT put in the word 'Parking' (...of course... obvious reasons why you don't search a parking forum including that word!). Put in 'PCS' and change the default search to 'show posts'. Loads about this debt collector, loads about that rubbishy Notice to Keeper. I just found ten posts in the last three days mentioning PCS!

    Now do the same search (change to 'show POSTS' not threads) using the name of the PPC. Bore yourself silly reading stuff about them too, everything has been discussed to death about all PPCs. You just haven't found out who your PPC is yet - and presumably didn't know how best to use the 'search this forum' heading to show posts.

    Then go back and grab 'copy & paste' the template first appeal from the newbies thread and send it to PCS. This is no different than all the other cases on here.

    Think again if you think any of the protagonists in your story are not scammers!
