Income related ESA/Carers Allowance/PIP

To any of the benefits experts on here.
I just put in a scenario of PIP both standard with IR ESA SG & added in the CA on the checker on here & it did not give me Carers Premium that I could identify - instead it gave me £21? ESA with full CA of £61.35/week for my OH. ESA reduced due to poss pension & lump sum.
So I clicked on the how we calculate CA & it said the overlapping benefits rule only applies to Cont ESA/(JSA). Is this correct? Or has MSE boobed.
Worse than that was the council tax reduction as the lump sum might take us nearly to £15.3k & it still told me that I'd be paying what I pay now! That has to be wrong surely?
Appreciate anyones help sorting this one.

To get underlying, you need to be in receipt of a form of earnings replacement benefits
ESA should add the premium but take the CA as income off.0
