A postal PCN is a Notice to Keeper by any other name. So leave it as NTK but quote from paragraph 9 not paragraph 8, as there wasn't a windscreen ticket.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
