    Meanwhile, what additional damage has been caused by the fire? or the flood?

    About the same as it would take to track down the ll in the first place. If there was a fire or flood and neither tenant nor ll were contactable the same situation would happen regardless of who had keys, emergency services would break in and insurance would cover damages.
