Someone getting credit/current account cards at my address

Hi. Grateful for advice. Recently two of the above cards, one for two separate individuals, man & woman, with hispanic sounding names, arrived at my house with the pin numbers, both from the Halifax. I returned them as "not known at this address" but now an invite letter from the Job Centre addressed to one of the above arrived inviting them to an interview re a new National Insurance number or some such. Is someone trying to build up an ID using my address? And how the hell can Halifax send them to my address, they cannot be doing the most cursory electoral or credit checks? Any comments gratefully received. I am registered with the Equifax credit alert service. Suppose I could get myself a CIFAS protective registration but that costs £20 & would only apply to my name
