CPP compensation

Took out initial CPP protection in 1990. Paid by direct debit every three years.
Got compensation last week for years 2004-2014. Was told to contact Ombudsman re. claiming for years 1990 to 2003.
Did so by phone, was informed as I bought my policy through CPP, not a bank, I was not entitled to further compensation.
Does anyone know if that information is correct.
