mobality component for over 65 yrs old

One of my friends is on lower rate mobality component, her condition has worsened and she can only walk short distances now and is breathless.
However, DLA tell me because she is 65 -her mobality component cannot be changed.
Ok, as people get older they naturally get infirmerso i can see (sort of ) the DLA point - but surely there should be discretion on each case ? And 65 is no age today given how longer and healthy people are living?
So if you need your condition to worsen make sure it happens before your 65th bday!

    There's no discretion. If you become disabled when 65 or older, you're not entitled to mobility.

    That's true, but if the person was receiving the lower mobility DLA before they were 65, it can be increased to a higher rate. Sorry, I should have added that 2 years ago a friend got it increased, but things may well have changed since then.

    I was led to believe they couldn't. I seem to remember a lot of people complaining when they changed the rules regarding blind people and higher mobility.

    Even my local Advice centre was not aware of this and had to phone up to confirm.
    I don't think there is even anything on the DLA websites or even on advice websites -or if it is it seems hidden.
    Rather alarming to say the least.
