Direct debits

Can I set up a direct debit that can transfer money from my account to someone else's on a per 4 week basis rather than a set date per month ?

    Nope you can't, you can set up standing orders that's about it to pay someone else.

    As others have mentioned, direct debits are used to collect money from other people's bank accounts. You can't set one up to send money.

    It depends on what your bank allows, but yes, it's possible.

    Depends what bank it is, some can, some can't. It should be pretty obvious in your online banking what is possible.

    Presumably because you don't have access to online banking. Otherwise, you would have been able to check for yourself.

    Well Lloyds do and Halifax uses the same system.

    I don't know why you are asking asking, as Halifax are offering regular SO payments weekly, every 4 weeks, monthly, bi-monthly, quarterly, half-yearly, annually, which seems to definitely include your "every 4 weeks" requirement. Only reasons for you not knowing is that you don't have internet, telephone or Branch access to Halifax. Or that perhaps you are an alien by some chance?
