Faulty UPVC Window - Lock or Handle?

I have just noticed we seem to have an issue with one of our windows. When shut, if i lean on the bottom half of the window, it opens.
Having looked into it a bit more, it seems that the lock is not fully engaged with the keep in the frame. In fact when i investigated with the window open, I am able to lift the lock mechanism upwards by a further inch when the handle is fuully in the lock position. This would explain why the window was not fully locked.
My question is-is this likely to be a faulty handle or lock? The double glazing was fitted by the previous owner-i believe it is around 10 years old.
