Is this gadget, the Power Factor Corrector, known to be genuine or is it a scam?

Welcome to the forum.
There have been countless threads about these devices.
You need a good knowledge of electrical theory to understand Power Factor, and more so for Power Factor correction. However the bottom line is our electricity meters measure kWh and it doesn't matter about the Power factor.
As stated in the link above they won't save domestic users in UK anything at all.0 -

I remember a while ago someone took one of these, or something similar, to pieces and all that was inside was a LED and a capacitor.

Power factor correction is used on motors etc, that can save a few pennies in manufactories etc. I doubt the household washing machine would see any benefit.0

Almost every device you own has its own built in electricity saving device, it's called the 'off switch'.0

Large industrial premises may not be billed for electricity in kWh and then Power factor correction is important. However it is a lot more complex than sticking a capacitor across the mains.
To repeat, electricity to domestic properties is measured and billed in kWh, thus the Power factor is not relevant.0
