Silly question but will bluray hd digital file format play on my tv? Or do I have to just play digital 720p DVD formats?
Bluray is just the name of the disc format. You will be able to play HD - the TV will almost certainly support higher resolutions. It's simply a question of obtaining the video file(s) in the correct format.

Unfortunately, due to the complexity of video, the formatting is very complicated and the main file types are simply containers. Within them are many other sub-formats for both video and audio. It is a nightmare compared to the relative simplicity of music recording.

I have two USB ports on my tv a:

    HDD 5V 1A
    5V 0.5 A

What is the difference between these two?

Choose the HDD one. Presumably your hard drive will have an external power supply. You can get some that don't, and they draw power from the USB port. That label is saying that one port supports up to 1 Amp of current, and the other only 0.5 Amps. If there is insufficient current, then a device without a separate power supply will not work.
