Plumber or service engineer?

Just moved into my new flat and can't get the (virtually brand new AEG) dishwasher to work. The programme controls are way more complicated than I am used to, but I think I have understood the error lights - they are telling me that the machine can't fill with water.
So either there is some sort of water switch somewhere that I can't find or it is plumbed in incorrectly. What sort of person do I need to get in to fix it? Is it a straightforward plumbing job or do I need a service engineer?
(Water does get to the sink and to the washing machine ...)

have you looked where the water feed hose connects to the main water pipes for the house, there should be a small tap (its on the main pipe not the hose) you need to turn it to let the water get to the dishwasher0

There is usually a switch on the inlet hose behind the machine.
Can you have a look behind?I used to be indecisive but now I am not sure.0 -
A tap is the first thing I looked for, I found a little blue one and turned it on but it makes no difference. It maybe services the washing machine(?). A tap behind the machine would seem to make sense, but I can't see round and can't feel anything either. Maybe a bit more contortion might pay off. A tap behind the machine though would surely be on a hose? I feel certain this is either a really simple problem that will have a tradesman laughing at me or will be something nasty and expensive. I shall just have to turn myself into a stereotype and put on my poor, helpless old lady face.0
