do i need to replaster?

We had a bad roof leak that has now been repaired but left a large stain on the wall/ceiling and done slight damage to the plaster.

I have sanded down the plaster to remove all of the crumbly bits and painted a solution on it that was supposed to prime chalky surfaces before painting. I've also applied a stain blocker and then finished with emulsion paint.

The wall has all gone crumbly again as though salt crystals are coming out of the plaster, despite me leaving it a couple of months to dry out before redecorating.

Is there a special solution I can apply to stop this or could they plaster have been so badly damaged by the leak that it needs knocking off and starting again?
