LA flat question

I would like to know if a person buys a flat under right to buy do they have to maintain the electrics/gas etc.

I have seen a flat for sale which is beautifully presented and has been well maintained but the flat underneath looks as if it has just been left derelict.

Garden overgrown, old metal windows and I would guess it has never been upgraded etc.

Surely if local authorities are coming in yearly to check appliances and making sure all electrics are up to date it is more important that everyone in the block who is an owner occupier should do the same.

I do speak from experience here as I was flooded out some years ago due to a negligent owner occupier who never had any gas or electric checks (and bragged about it) and I moved out as soon as I could for fear of being blown sky high as they had a back boiler fitted :eek:

This and a whole hosts of other reasons has put me off ever going into a flat again.

Does anyone know why owners should be allowed to get away with putting other peoples lives at risk like this?

    Their lease would impose conditions to keep everything in good order. The problem with LAs is that many are run by incompetent jobsworths, so your rights do not amount to much and you will waste lots of time and money and achieve nothing.
    They do not inspect leaseholder's flats and would have to have very good reason to request inspection.
