6 days without gas

Unfortunately, my home has been involved in the BIG gas disruption in south Wales where 755 homes have been cut off for 6 days due to water getting into the gas main. Wales and West Utilities have said that we are entitled to £30 per day compensation. However, I have recently been told that there is new legislation that states that if the supply isn't restored in 36 hours, the compensation doubles. I have no idea whether this is true or not. Who should provide the compensation? Welsh Water because it was their water leak that damaged the gas main or Wales and West Utilities as their service failed to provide the gas supply? A lot of people have damaged gas boilers and cookers as water was forced into the gas appliances. Some people have been told to claim off their house insurance. Any help, gratefully accepted!
