depends on the part of the country it happened in, which you never mentioned

best bet ? read the newbies sticky thread at the top of the forum, decide on region as tyo what the trust is going to be, then act on it, or not

if its england or wales, your appeal will fail due to POFA 2012 , so little point in using that as an excuse ;)

The newbie thread will talk you through the process.
Appeal as keeper as per post 1:

No. Please read the Newbies sticky thread and follow the template trail, appealing as the registered keeper (without naming the driver) until you win at POPLA!

Best go and live in Lanzarote, they have no PPC's there. In France they would burn the PPC's offices to the ground; in Spain they would simply laugh them out of existence. Only in Britain do people take all this bollox seriously enough to make an "industry" out of it.

And nowhere do they take it more seriously than the regulars on here.

I have just read a draft appeal on a parking event in Southampton. The area is covered by byelaws, so why are posters being advised to appeal under multiple heads.

If the law says keeper liability does not apply, then it does not apply, whatever a recently qualified law graduate in Popla may think.

We agree - and I would do a POPLA appeal on one point without turning a hair, so would lots of regulars!

But we also know the DVLA are currently looking into the situation at Soton Quay (we've seen stuff). We don't want to expose a newbie to the possibility of an anomalous decision by a new POPLA assessor or fall foul of anything 'silly' the DVLA may spout to the BPA about Soton Quay in the meantime.
