The back of our house is on an unadopted road. The driveway slopes down from the unadopted road to the garage.On the road at the top of the driveway is a gulley for draining surface water away. This is never cleaned out by the council due to the road being unadopted (apparently they used to do it but due to council cut backs hasn't been done in years).
Unsurprisingly, it's completely blocked, and when we had torrential rain earlier in the month the water came rushing past with less than half an inch of kerb preventing it overtopping and coming down the drive to flood the garage.
So - is there any reason why we shouldn't lift the grid and clean it out ourselves? Does the council have any responsibility at all?

If it's an unadopted road, it means that standards were not up to the Council's standards for them to agree to adopt it. They have no responsibility.
