Item not received & Invalid Claim

I bought a top, it didn't arrive, I messaged the seller.
She said she was away the weekend & would resolve when she returned.
Didn't hear from her.
Tried to open a "not received item" case on eBay, not on the app, but using iPhone on the normal website site.
At the end got "Invalid Claim"
Wasn't sure if it was some sort of error or what?
Didn't know if my claim had gone thought.
Any way another week, nothing from her or eBay.
Tried again - same error message.
Any ideas?

Late July I paid. They posted early August.
Just a normal private seller.
I wondered if it was the iPhone0 -
