I would ask for the tracking number, who it was sent with and ask when and where it was delivered. It is possible that it has been left with a neighbour or delivered to the wrong address. You should be able to see from the tracking where it is and hopefully be able to pick it up.

I would not open an INR claim straight away as you may want the seller to get extra information from the carrier to help to track it down.
  • Ask for the tracking number as said above then get in touch with the delivery company and ask them to email you a copy of the POD (proof of delivery) then you can hopefully see who signed for it, as said above as well check with your neighbors any out buildings you have etc.

Everything with Paypal is black or white there is no in between grey areas but again as said above open an item not received claim and add all the details to it and go from there. I all else fails you can ask your credit card company to perform a charge back, Paypal might not be too happy about this though so discuss it with them as a final not other option solution.

  • wouldn't the tracking number have already been uploaded to paypal/ebay??. if it was a business seller, it's probably the first thing to have been done if an INR is in the offing.

If it's a private seller and the tracking number (if there really is one) hasn't been entered, any case will go against them anyways...
