Well this would mean banning the whole of these vermin, their priority is enriching themselves and not giving a toss about anyone else.

They will have to act against rogue contractors and not sign contracts ‘on any basis that incentivises fines’.

Not signing future contracts with PPCs is one thing, getting rid of current contracts will be a whole different kettle of fish - I'm sure PE will have wrapped themselves in similar protection to that which cost Somerfield half a million. Can you imagine that magnitude of funding being ripped from the NHS?

Cancelled heart ops, reduction in life-saving organ transplants, cancer patients delayed in receiving essential treatment - and PE won't give a stuff in demanding, almost literally, their pound of flesh.

Interesting days ahead at hospitals.

If the government legislates on this the trusts will have no option to get rid, and as most breach the contracts in some form or another they will be gone.

But this will, apparently, be "guidance" which can be ignored. But this announcement still generates a few soundbites for the Government immediately prior to the last party conference before the election.

Guidance. Not mandatory. And the trusts are already responsible for the actions of their cowboy agents, however much they might pretend otherwise.

I predict no change.
