Number plate with red border

Some rear number plates have a red border or line round them. Does it have any significance? Some years ago I got the idea that the red border was for number plates temporarily supplied for a foreign car in the UK, but there seem to be quite a lot of them. I can’t find anything on the web about this. Not important, just curious.

Trade plates now look like ordinary plates, with a red border and red digits.
Though anyone can have a plate with a red border if they fancy0 -
Tax-free plates are the same format as normal plates, but the "geographical identifier" - first letter - is an X.
If there's just a red border round, then it's merely a chav who's bought a set of plates on eBay.0 -
Back in 1980 I bought a new car in UK for export, as I was living and working in Greece. That had a red border round the number plate, and when I re-imported it to UK 3 years later I had some form filling in to do at customs in Dover Port - but don't remember having to replace the number plates (it was still on its UK reg).0
