Hi,
I received windscreen PCN from a company called NTC on 10thJune 2014, i received a NTK dated 11th July 2014. I fully intended to appeal the NTK and go down the POPLA route, but for reasons i won't bore you with i think i am now too late (21days from date of NTK??).
I have checked for obvious errors (eg NTK arrived in correcttime period, correct discount was offered, not obvious typo's) so don;t think i can go down the route of a late appel on these grounds.
In the last couple of days i have now received a letter fromdebt collection agency called Roxburghe, and even after reading the post by zzzLazyDaily (sorry my account not allowed to post URL's yet) i am thinking ofignoring these debt collectors, as i am going to chance it with not having the hassle of entering into conversation with them. However i do realise that such a point might come where i get an LBC which is something i will not be able to ignore.
Any comments welcomed.

Since you have ignored so far, you may as well continue to ignore.
Debt collectors are toothless.
NTC (Norwich Traffic Control) have only done court once in the last 18 months that I can see, and that may well have been someone taking them to court. So although they have 6 years to take action, you stand a good chance that they won't. But do understand that 2 years ago Parking Eye only did a few court issues, but has done 17000 since January. Also If for example NTC went bust would it theoretically be possible (in the eyes of the law) for another company to buy/acquire the unpaid PCN's with the sole purpose of chasing them down?
Coupon-mad, thanks yep i did read those posts (i will re-read them again to make sure i didn;t miss anything), but short of there being something wrong with the pcn eg the wrong discount was offered, it is my understanding that i am too late to take the appeals route?0 -
you can always appeal , regardless of the time taken
the problem is that if you fail to appeal within the 28 days time window you have no automatic right to popla or a valid complaint to the BPA
but its never too late to appeal, just dont expect them to uphold your appeal nor issue a popla code, which is a separate issue once the 28 day time window has expired
if it ever came to court, you need to be seen to have tried to settle the invoice issue0 -
