SCS, carpet fitting

bough a carpet for stairway from scs and they arranged fitting
  • firstly arranger fitting day did not happen as agreed- will submit complain to SCS
  • secondly the carpet fitter did not put underlay on the back of each stair- - I believe he should have. or I'm I wrong? as i paid for the same sq meters of underlay as carpet
  • thirdly fitter did not 'glue' or what is another way securing carpet to the back of each step- which I believe he should have, or I'm I wrong again?
  • I have emailed fitter and he replier he done everything according to British standart.
what can I do , how to get independant inspector? and get this fixed etc?
