Around 1995, I payed lots of PPI, at Lloyds, Barclays and Natwest Banks, and more. In 2000 everything was payed off.
I don't remember any of these loans, but they were at the same address and same name as now. Am I too late to asking for PPI reimbursement

You are not too late if you have robust mis-selling complaints about the PPI on these loans. However, you'll likely need both documentary evidence of the loans and proof that the PPI was mis-sold. If you have no such proof and (very likely) the banks have none either, then any complaint is a non-starter.
Begin by sending each lender a Subject Access Request (SAR) letter. This will cost you £10 for each, but should net you everything they've kept on file for you for at least the last six years and (sometimes) more.
