POPLA haven't received the above yet. Perhaps you are confusing the quoting of previous POPLA decisions as part of the appeal?

Correct; the content of post above is what i sent to then. Reveiw date is 30 th sep apparently

Dont know if it was good idea or not but thought making reference to some previous popla decisions would be useful.

What I do not understand is how VCS or any other cowboy outfit for that matter can possibly be allowed to issue tickets for events which have already had successful appeals - the whole thing is a farce: the independant body that overseees these things has already decided that VCS cannot enforce tickets for x at place y for reason z - yet they are still allowed to issue them and we all have to do this silly little time wasting dance.

It's the same with Parking Eye and POPLA . As soon as somebody puts in a good appeal mentioning GPEOL or contract they don't even bother to submit any evidence. I take that to mean that they know when they issue the majority of tickets that they don't have a strong case, but issue tickets anyway because there are enough people out there whom will pay up without question. How dishonest is that?
