Haringey council responded late???? *PLEASE READ*

hello i am new please go easy on me :-)
a friend was issued with a PCN 9th July 2014 for not displaying a permit on the car, he was getting it from the house and the parking warden was sitting on his bike watching but didnt give him a chance even though he was parked right outside the house and he was looking for the permit and filling it out.
he has received a letter dated 20th august 2014 saying his appeal has been rejected.. BUT the letter has been send to him longer than 28 days and on the website is says that they will respond WITHIN 28 days.... sooo... does that make the response invalid or the whole PCN invalid orrr...?

No, there is no statutory time limit for a council to respond to an informal appeal. The 28 day on their website is merely a target. They can take as long as they like.
There is a 56 day limit when responding to a formal appeal in reply to the Notice to Owner.
You have good grounds for a formal appeal, since you are allowed time to collect a permit or P&D ticket.
What observation time is on the PCN?0 -
also you are better using pepipoo because the council ticket "experts" are on there0

5 mins observation is normal for council PCNs.
Rejecting any and all first appeals is normal for council PCNs.
I don't think you've read any threads on pepipoo yet as you'd soon suss those facts from threads. People should expect that early knock back, it's what Councils do.
However, a rejection is par for the course and doesn't mean you won't win in the end. You need to do more than look at pepipoo - it's a live forum which helps almost everyone win versus PCNs from Councils:

And when you start your own thread - don't post without pictures of BOTH sides of the PCN, and the rejection letter, and pic of the signs & lines at the exact bay.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just to clarify, was this actually a LB Haringey Penalty Charge Notice or was it a Parking Charge Notice issued by Wing Parking on behalf of LB Haringey?
WP provide enforcement in Haringey's housing estates (inevitably for failure to display permit) but their PCN's are not subject to statutory control under the TMA 2004 but purport to be issued for breach of contract.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
