Parking Ticket Portsmouth Council

Afternoon,
I'm after some advice, I have looked through numerous threads but most deal with private parking tickets.
On Saturday evening 7PMish I took my dad home from shopping, on arriving to his house there was no parking spaces available. It was so busy a couple cars were up on a gress verge and another parked on double yellows.
I decided to park behind this car as my dad's disabled I didn't want him to be too far away from his house.
On Sunday morning 10am ish I left my house with him to visit a family member. By this time most cars had left meaning I was parked on double yellows with what appeared to be loads of viable parking. Upon getting to my car I discovered a parking ticket stating I was being fined for being "Parked in a restricted street during prescribed hours."
There isno signage or other parking restrictions in my street that I'm aware of. I do have a bluebadge but didn't use it as I would of only set it for three hours which would of been 10PM at night.
I want to appeal this ticket but have no clue where to start or even if I have grounds for appeal.

Council ticket - so pepipoo are the experts on helping with these - but you'll need to show all the wording (and the back) on pepipoo forum.
I would send a copy of the Blue Badge and a witness statement (signed piece of paper with the date of the PCN and your car reg at the top) from your Dad, briefly saying the car was parked there that morning as he had been your passenger and he was disabled but you shoud say you forgot to dipsplay the Blue badge. Ask if they can apply discretion as you've never had a parking ticket before and your dad is mortified about it and you were merely there to help him shop.
Be really polite and concise with the appeal, as shown above.
Try that, then if it doesn't work post on pepipoo.
Don't give the Council the whole story about how long you were parked there, so no lengthy story of what happened like you posted above!!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Make sure you pics of the PCN show every word except the car reg and PCN number. All the back page - all the small print, or pepipoo won't be able to help.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
